2.1 Faculties and New College

The Faculties within the University shall be the Faculties of:

Arts
Engineering and Applied Science
Law
Mathematical Studies
Medicine, Health & Biological Sciences
Science
Social Sciences
University of Southampton New College has a status equivalent to that of a Faculty

2.2 The Faculty of Arts

  1. The following Departments and Schools shall be assigned to the Faculty of Arts:

    Archaeology
    English
    History
    School of Modern Languages
    Music
    Philosophy
    Winchester School of Art (including the Textile Conservation Centre).

  2. The Board of the Faculty of Arts shall consist of the following:

    1. Ex officio members

      1. The Vice-Chancellor
      2. The Deputy Vice-Chancellors
      3. The Dean and Deputy Deans of the Faculty
      4. The Professors, Readers, Senior Lecturers and permanent full-time Lecturers of the Faculty
      5. The University Librarian or his or her representative
      6. Part-time lecturers (permanent and temporary) holding an appointment of 50% or more provided that their appointments are for one year or more
      7. Research staff holding an appointment of 50% or more provided that their appointments are for one year or more
      8. Experimental Officers
      9. Research Demonstrators and Teaching Fellows holding an appointment of 50% or more provided their appointments are for one year or more
      10. The Director of the John Hansard Gallery
      11. The Manager of the Turner Sims Concert Hall
      12. A Director of the Nuffield Theatre
      13. The Librarian of the Winchester School of Art, as a second representative of the Hartley Library
      14. The Director of the Winchester Gallery

    2. Additional members

      1. A designated representative of each Faculty named below to be appointed by the Board of the Faculty concerned: Law; Mathematical Studies; Social Sciences.
      2. A designated representative from the Departments/Schools listed below, appointed on the nomination of the Board of the Faculty of Social Sciences: the Department of Politics, the Research and Graduate School of Education.
      3. A representative of those staff at the Winchester School of Art defined as 'regular Visiting Lecturers'.
      4. Such other persons if any as may be appointed annually by the Senate on the recommendation of the Board of the Faculty of Arts.

    3. Elected members

      1. Two representatives of the full-time non-teaching staff in the Faculty elected by and from their own number, to serve for such period as may be determined from time to time by the Senate.
      2. Twenty-two students, seven of whom should be from the Winchester School of Art, elected from and by students registered in the Faculty in accordance with election procedures agreed by the Board.
      3. One representative of all research assistants, elected by their own number.

    4. Those full-time Wardens undertaking teaching duties within the Faculty.

2.3 The Faculty of Engineering and Applied Science

  1. The following Schools and Departments shall be assigned to the Faculty of Engineering and Applied Science:
    Civil and Environmental Engineering
    Electronics and Computer Science
    Institute of Sound and Vibration Research
    School of Engineering Sciences.

  2. In accordance with Statutes Section 19 paragraph 1(d) the Head of the School of Engineering Sciences shall be a member of the Senate ex officio.

  3. The Board of the Faculty of Engineering and Applied Science shall consist of the following:

      2. A designated Professor, Reader, Senior Lecturer or Lecturer from each Department named below to be appointed by the Board of the Faculty of Science: Chemistry; Physics and Astronomy.
      3. Such other persons if any as may be appointed annually by the Senate on the recommendation of the Board of the Faculty of Engineering and Applied Science.

    3. Elected members

      1. Six representatives of the full-time non-teaching staff in the Faculty elected by and from their own number, to serve for such periods as may be determined from time to time by the Senate.
      2. Nine students elected on an annual basis from and by students registered in the Faculty in accordance with election procedures agreed by the Board.

2.4 The Faculty of Law

  1. The Department of Law shall be assigned to the Faculty of Law.

  2. The Board of the Faculty of Law shall consist of the following:

    1. Ex officio members

      1. The Vice-Chancellor
      2. The Deputy Vice-Chancellors
      3. The Dean and Assistant Dean of the Faculty
      4. The Professors, Readers, Senior Lecturers and full-time Lecturers of the Department of Law

      6. All research staff holding the title of Senior Research Bellow holding an appointment of 50% or more provided their appointments are for one year or more
      7. The Assistant Librarian in charge of the Law Division of the University Library

    2. Additional members

      1. A designated representative of each Faculty named below to be appointed by the Board of that Faculty: Arts; Engineering and Applied Science; Social Sciences.
      2. Such other persons if any as may be appointed annually by the Senate on the recommendation of the Board of the Faculty of Law.

    3. Elected members

      1. One representative of the full-time non-teaching staff in the Faculty elected by and from their own number, to serve for such period as may be determined from time to time by the Senate.
      2. Five students elected from and by students registered in the Faculty in accordance with election procedures agreed by the Board.
      3. One student elected annually by and from students registered for joint honours courses in Law and Politics and Law and Accounting.

2.5 The Faculty of Mathematical Studies

  1. The Department of Mathematics shall be assigned to the Faculty of Mathematical Studies.

  2. The Board of the Faculty shall consist of the following:

    1. Ex officio members

      1. The Vice-Chancellor
      2. The Deputy Vice-Chancellors
      3. The Dean, Deputy Dean and Assistant Dean of the Faculty
      4. Four designated representatives appointed by the Board of the Faculty of Social Sciences, to include at least one representative from the Research and Graduate School of Education
      5. The University Librarian or his or her representative
      6. The Director of the Computing Services or his or her representative

    2. Additional members

      1. One designated representative appointed by the Board of the Faculty of Arts.
      2. Three designated representatives appointed by the Board of the Faculty of Science.
      3. Seven designated representatives appointed by the Board of the Faculty of Engineering and Applied Science.
      4. Four designated representatives appointed by the Board of the Faculty of Social Sciences, to include at least one representative from the Research and Graduate School of Education.
      5. Two designated representatives appointed by the Board of the Faculty of Medicine, Health & Biological Sciences.
      6. All members of the non-academic staff working in the Department of Mathematics with an appointment extending over a period exceeding one year.
      7. Such additional persons if any as may be appointed annually by the Senate on the recommendation of the Board of the Faculty of Mathematical Studies.

    1. Elected members

      1. One representative of the non-teaching staff of the computing and the clerical/technical constituencies in the Faculty, elected by and from their own number, to serve for such period as may be determined from time to time by the Senate.
      2. One representative of the research contract staff in the Faculty elected by and from their own number annually.
      3. Four students elected annually from and by students registered in the Faculty in accordance with election procedures agreed by the Board.

2.6 The Faculty of Medicine, Health and Biological Sciences

  1. The following Schools shall be assigned to the Faculty of Medicine, Health and Biological Sciences:
    Biological Sciences
    Health Professions and Rehabilitation Sciences
    Medicine
    Nursing and Midwifery.

  2. In accordance with Statutes Section 19 paragraph 1(d) the Heads of the Schools within the Faculty shall be members of the Senate ex officio.

  3. The Board of the Faculty shall consist of the following:

    1. Ex officio members

      1. The Vice-Chancellor
      2. The Deputy Vice-Chancellors
      3. The Dean of the Faculty
      4. The Heads of the Schools in the Faculty
      5. The Regional Postgraduate Dean of Medical Studies
      6. The University Librarian or his or her representative
      7. All other members of the Faculty who are for the time being members of the Senate.

    2. Additional members

      A designated representative from each of the Faculties named below appointed by the Board of the Faculty concerned:
      Science
      Engineering and Applied Science
      Law
      Social Sciences (2 - one from the Research and Graduate School of Education)
      Mathematical Studies

    3. Nominated members

      1. Two members of the Academic Staff from each School in the Faculty, not being of professorial or equivalent status, nominated by the Board of the School concerned.
      2. Two members of the non-teaching staff from each School in the Faculty, nominated by the Board of the School concerned.
      3. Two representatives from among the Honorary Clinical Staff elected to the Board of the School of Medicine, nominated by that Board.
      4. Two students nominated by the Board of each School from among those students elected to membership of that Board.

      The election and nominating procedures and periods of office shall be determined by the Faculty Board.

    4. Other members

    5. Such other persons if any, not exceeding 10 in number, as may be appointed by the Senate on the recommendation of the Faculty Board, to serve for a period not exceeding three years at a time.

2.7 The Faculty of Science

  1. The following Departments and Schools shall be assigned to the Faculty of Science:

    Chemistry
    Geography
    Physics and Astronomy
    School of Biological Sciences
    School of Ocean and Earth Science
    The Southampton Oceanography Centre shall also be assigned to the Faculty of Science.

  2. The Board of the Faculty shall consist of the following:

    1. Ex officio members

      1. The Vice-Chancellor
      2. The Deputy Vice-Chancellors
      3. The Dean, Deputy Dean and Assistant Deans of the Faculty
      4. The Professors, Readers and Senior Lecturers of the Faculty
      5. The Director of the Southampton Oceanography Centre
      6. The Dean of the Faculty of Mathematical Studies
      7. The Professor of Applied Mathematics
      8. The University Librarian or his or her representative
      9. The Director of the Computing Services or his or her representative.

    2. Additional members

      1. Such full-time permanent Lecturers within the Faculty as may be appointed from time to time by the Faculty Board provided always that at least two Lecturers from each department shall be so appointed on the nomination of the Lecturers in the department concerned.
      2. Designated representatives as stated of each of the Faculties named below to be appointed by the Board of the Faculty concerned: Engineering and Applied Science (1); Mathematical Studies (3); Medicine, Health and Biological Sciences (1); Social Sciences - Research and Graduate School of Education (1).
      3. A designated Professor and two other members of the Department of Electronics and Computer Science to be appointed by the Board of the Faculty of Engineering and Applied Science.
      4. Such other persons if any as may be appointed annually by the Senate on the recommendation of the Board of the Faculty of Science.

    3. Elected members

      1. Six representatives of the full-time non-teaching staff in the Faculty elected by and from their own number, to serve for such period as may be determined from time to time by the Senate.
      2. Seventeen students elected annually from and by students registered in the Faculty in accordance with the election procedures agreed by the Board.

2.8 The Faculty of Social Sciences

  1. The following Departments shall be assigned to the Faculty of Social Sciences:

    Economics
    School of Management
    Politics
    Psychology
    Research and Graduate School of Education
    Social Statistics
    Social Work Studies
    Sociology and Social Policy.

  2. The Board of the Faculty of Social Sciences shall consist of the following:

    1. Ex officio members

      1. The Vice-Chancellor
      2. The Deputy Vice-Chancellors
      3. The Dean, the Deputy Dean and Assistant Deans of the Faculty
      4. The Professors, Readers, Senior Lecturers and permanent full-time Lecturers of the Faculty
      5. Temporary full-time Lecturers of the Faculty provided that their appointments are for one year or more
      6. Part-time lecturers (permanent and temporary) holding an appointment of 50% or more provided that their appointments are for one year or more
      7. All research staff holding the title of Professorial Research Fellow, Senior Research Fellow or Research Fellow holding an appointment of 50% or more provided that their appointments are for one year or more
      8. Principal and Senior Experimental Officers
      9. Research Demonstrators and Teaching Fellows holding an appointment of 50% or more provided their appointments are for one year or more.

    2. Additional members

      1. Designated representatives as stated of each of the Faculties named below and of New College to be appointed by the Board concerned: Arts (3); Engineering and Applied Science (1); Law (1); Mathematical Studies (3); Medicine, Health & Biological Sciences (1); New College (1).
      2. One designated representative to be appointed by the Board of the Faculty of Science - from the School of Biological Sciences.
      3. A representative from the University Library appointed by the Librarian.
      4. Such other persons if any as may be appointed annually by the Senate on the recommendation of the Board of the Faculty of Social Sciences.

    3. Elected members

      1. Three representatives of the full-time non-teaching staff in the Faculty elected by and from their own number, to serve for such period as may be determined from time to time by the Senate.
      2. Eight students elected from and by students registered in the Faculty in accordance with election procedures agreed by the Board.
      3. One representative of all Research Assistants, elected by their own number.

2.9 The University of Southampton New College

  1. The following Departments shall be assigned to the University of Southampton New College:

    Sport, Culture and Information Technology
    Social, Health & Behavioural Studies

  2. The Board of New College shall consist of the following:

    1. Ex officio members

      1. The Vice-Chancellor
      2. The Deputy Vice-Chancellors
      3. The Director and the Deputy Director of New College who shall act respectively as the Chair and Deputy Chair of the Board
      4. Heads of Academic Departments
      5. The Director of Academic Support Services or his/her representative.

    2. Additional members

      A designated representative of each Faculty appointed by the Board of the Faculty concerned.

    3. Elected members

      1. Five elected representatives from each Academic Department of the College elected by and from academic staff within that Department
      2. Elected representatives from such of the support service sections within the College as may be determined by the Board, not exceeding six in number
      3. One elected representative from the non-teaching body as a whole
      4. Three representatives from New College students elected from and by students registered in the College in accordance with election procedures agreed by the Board.

2.10 Academic Departments and Schools

  1. The number and titles of the academic Departments shall be determined from time to time by the Council on the recommendation of the Senate. A Department may be assigned to more than one Faculty.

  2. The Head of each Academic Department is responsible to the Senate and the Council for the administration and well-being of the Department.

  3. Each Department shall have a Departmental Board consisting of all holders of full-time academic posts in the Department of a grade not lower than that of Lecturer and with an appointment extending over a period exceeding one year, together with such additional membership as the Department may determine subject to the approval of the relevant Faculty Board or Boards and of the Senate.

  4. The Head of Department shall be the Chair of the Departmental Board and the Board may appoint a Deputy Chair and a Secretary.

  5. The powers of the Departmental Board shall be:

    1. to advise the Head of the Department on any matter relating to the work or organisation of the Department;
    2. to keep under review:
      1. the teaching and study of the subjects of concern to the Department and research undertaken within the Department;
      2. the welfare and academic progress of the students with whom the Department is concerned;
      3. the Regulations dealing with the courses of study and examinations within the fields of study of the Department;
    3. to discuss and declare an opinion on any matter raised by a member of the Board relating to the work and organisation of the Department (other than any matter affecting the promotion or personal affairs of any individual member of the staff of the University) and to transmit such opinion to:
      1. the Head of the Department
      2. the Board of any Faculty to which the Department is assigned
      3. the Senate, through the Board of such Faculty.

  6. A meeting of each Departmental Board shall be held at least once each term. A meeting may at any time be summoned by direction of the Chair and shall be summoned on the requisition in writing of at least one quarter of the membership.

  7. Any Departmental Board may establish standing, executive, consultative or other committees and may delegate thereto such of its powers as it thinks fit.

  8. Subject to compliance with general university practice relating to restricted business and except as otherwise provided in any Statute, Ordinance or Regulation, each Departmental Board may regulate its own procedure, co-opt other persons to attend as observers and fix its own quorum.

  9. The requirements and stipulations of this Ordinance shall apply mutatis mutandis to the Winchester School of Art, School of Modern Languages, Research and Graduate School of Education, School of Management, School of Engineering Sciences and to the Schools assigned to the Faculty of Science and to the Faculty of Medicine, Health & Biological Sciences.

2.11 Student membership of Committees and Boards

The student members of University Committees and Boards shall neither participate in nor receive papers for any business affecting the appointment, promotion or personal affairs of individual members of the staff of the University or affecting the admission, academic assessment or personal affairs of individual students.

2.12 Election to membership of the Senate

  1. For the purpose of the elections provided for in this Ordinance and subject to the provisions of paragraphs 2 and 3 below, the Academic Staff shall be taken to include all Professors, Readers, Senior Lecturers and other teaching staff in the Faculties and in New College holding appointments of at least 0.5 FTE of at least twelve months duration, and who take up appointment in the University on or before the 1 January immediately preceding the relevant election. The term Academic Staff shall also be taken to include all full-time Wardens of residential halls who are appointed to undertake teaching duties within the University.

  2. Where a Department or School is assigned under Ordinance to more than one Faculty it shall for the purpose of these elections be regarded as being assigned solely to the Faculty from which it derives its main recurrent income.

  3. The Academic Staff in the Faculty of Medicine, Health & Biological Sciences shall be taken to include any person with the title of Professor, Reader, Senior Lecturer or Lecturer who holds contracts of employment with both the University and the appropriate National Health Service Authority which contracts taken together are specified by the University as constituting full-time employment.

  4. The Secretary and Registrar shall arrange for elections to be held in each Faculty and in New College during each Spring Term to secure the appropriate number of representatives of the Academic Staff to serve on the Senate in accordance with Statutes 19, paragraph 1(f). The appropriate number of members of the Academic Staff is that number as will secure one member of Senate for every eleven members of the Academic Staff in the Faculty and in New College: provided always that holders of temporary appointments for periods of less than one year shall be ignored in this calculation.

  5. The Secretary and Registrar shall arrange for an electoral roll of Academic Staff in each Faculty to be maintained in each Faculty and in New College, and those eligible to vote shall be those persons on the roll on the 1 January immediately preceding the election.

  6. The Secretary and Registrar shall arrange for elections to be held in the Spring Term, as necessary, to secure a member of the Library Staff to serve on the Senate in accordance with Statutes 19, paragraph 1(k). For this purpose an electoral roll shall be maintained consisting of such of the Deputy Librarian, Sub-Librarians and Assistant Librarians as are full-time staff of the University.

  7. Persons elected as members of the Senate in conformity with paragraphs 4 to 6 of this Ordinance shall hold office for a period of three years from the 1 August immediately following their election, and shall be eligible for re-election. The periods of office of the persons elected by a Faculty and by New College shall be so arranged that as far as possible one-third of the members retire each year.

  8. The Secretary and Registrar shall arrange for any election of additional Professors in accordance with Statutes 18, paragraph 2 to take place during the Summer Term. For this purpose the electoral roll shall consist of all persons on the electoral rolls referred to in paragraph 5 of this Ordinance. The periods of office of the Professors so elected shall be for one year from the 1 August following their election.

2.13 Joint Committees of Council and Senate

Joint Committees of the Council and the Senate may be set up by the Council and the Senate and shall have such membership as may be mutually agreed between the two bodies.
