1.1 The Members of the University
  1. The following persons shall be Members of the University:
The Members of the Court.
The Members of the Council.
The Members of the Staff of the University holding appointments of at least one year's duration.
The Emeritus Professors and Fellows.
The Graduates of the University and those holding Diplomas awarded by the University.
The undergraduates, postgraduates and other students pursuing approved courses of study within the University.
  2. Membership of the University shall continue so long as one at least of the qualifications above enumerated shall continue to be possessed by the individual Member.
  3. The Council on the recommendation of the Senate shall have power to declare such other persons Members of the University as it shall deem fit.
       
1.2 Appointment of the Chancellor
  1. The Chancellor of the University shall be appointed (or reappointed) by the Court on the nomination of the Council. The Council shall not make any nomination (or renomination) without having considered a report from the Nominations Committee of Council and after consultation with the Senate.
  2. The Chancellor shall be appointed for a term of five years and be eligible for reappointment, but shall not normally hold office for periods in excess of ten years.
  3. The Chancellor may resign by writing addressed to the Secretary of the Court.
     
1.3 Appointment of the Pro-Chancellors
  1. The Pro-Chancellors of the University shall be appointed (or reappointed) by the Council after consideration of a recommendation from the Nominations Committee of Council. The Council shall not approve any initial appointment or reappointment recommended by this committee until the Senate has been given the opportunity to comment on it.  The Chair of Council will normally be nominated as a Pro-Chancellor subject to the provisions of Ordinance 1.4.
  2. The Pro-Chancellors shall hold office for three years and shall be eligible for re-appointment but shall not normally hold office for more than nine years.
  3. A Pro-Chancellor may resign by writing addressed to the Secretary of the Council.
       
1.4 The Chair and the Vice-Chair of Council and the Treasurer
  1. The Council shall from time to time appoint a Chair and Vice-Chair and a Treasurer who shall hold office for three years from appointment but shall not normally hold office for more than six years.
  2. The Chair and the Vice-Chair of the Council and the Treasurer may resign by writing addressed to the Secretary of the Council.
       
1.5 The Vice-Chancellor
  1. The Vice-Chancellor shall be appointed by the Council after consideration of a Report from a Joint Committee of the Council and the Senate.
  2. The Vice-Chancellor shall, subject to the provisions of the Ordinances, hold office for such period and under such conditions as may from time to time be determined by the Council.
  3. The Vice-Chancellor may reprimand, fine or suspend any Student from any class or classes and may exclude any Student from any part of the University or its precincts. Every such suspension or exclusion shall be reported to the Senate at its next meeting.
  4. The Vice-Chancellor may resign by writing addressed to the Secretary of the Council.
       
1.6 Provost and Deputy Vice-Chancellor
  1. The Provost and Deputy Vice-Chancellor shall be appointed by the Council, on the nomination of the Vice-Chancellor after consultation with the Senate, from among the Professors and University Directors of Education and from among those who hold posts of professorial equivalence.  Where such an appointment is not made, an appropriately qualified external candidate may be appointed, following external advertisement and open competition.  The Vice-Chancellor shall, before making a nomination, seek the advice of six senior members of the University drawn from the members of Senate and Council.
  2. The arrangements for the tenure of office by the Provost and Deputy Vice-Chancellor shall be:  an initial appointment for a normal period of five years (which shall be subject to confirmation by the Vice-Chancellor by the end of the first year), with the possibility of reappointment for a second period of one, two or three further years.
  3. The Provost and Deputy Vice-Chancellor shall hold office for such periods as specified in paragraph two above and (subject to Statute 7) upon such conditions as shall from time to time be prescribed by Ordinance.
  4. The Provost and Deputy Vice-Chancellor shall act on behalf of the Vice-Chancellor during his or her absence from the University. In the absence of the Provost and Deputy Vice-Chancellor the Vice-Chancellor may designate one of the Pro Vice-Chancellors to act on his or her behalf.
  5. The Provost and Deputy Vice-Chancellor shall assist the Vice-Chancellor in such matters as the Vice-Chancellor may from time to time decide.
       
1.7 The Pro Vice-Chancellors
  1. The Pro Vice-Chancellors shall be appointed by the Council, on the nomination of the Vice-Chancellor after consultation with the Senate, from among the Professors and University Directors of Education and from among those who hold posts of professorial equivalence.  Where such an appointment is not made, an appropriately qualified external candidate may be appointed, following external advertisement and open competition.  The Vice-Chancellor shall, before making a nomination, seek the advice of six senior members of the University drawn from the members of Senate and Council.

  3. The Pro Vice-Chancellors shall hold office for such periods as specified in paragraph two above and (subject to Statute 7) upon such conditions as shall from time to time be prescribed by Ordinance.
  4. The Pro Vice-Chancellors shall assist the Vice-Chancellor in such matters as the Vice-Chancellor may from time to time decide.
       
1.8 The Deans of the Faculties
  1. The Dean of each Faculty shall be appointed by the Council on the nomination of the Vice-Chancellor, following consultation with the Senate, from among the Professors and Directors of Education and from among those who hold posts of professorial equivalence in the Faculty.  Where such an appointment is not made an appropriately qualified external candidate may be appointed following external advertisement and open competition. The Vice-Chancellor shall before making a nomination seek the advice of members of the Faculty.
  2. The arrangement for the tenure of office by the Dean shall be: for a normal period of five years (which shall be subject to confirmation by the Vice-Chancellor by the end of the first year), with the possibility of reappointment for a second period of one, two or three further years.
  3. If the office of Dean becomes vacant before expiry of the period prescribed by the Council, arrangements shall be put in hand to appoint a new Dean in accordance with these provisions.
  4. During any such vacancy and pending the appointment of a new Dean, the Vice-Chancellor may appoint an acting Dean from among the Academic Staff of the Faculty.
  5. The Dean shall hold office for such period as specified under paragraph two above and (subject to Statute 7) upon such conditions  as shall from time to time be prescribed by Ordinance.
       
1.9 Associate Deans of the Faculties
  1. The Dean of each Faculty shall designate two or more members of the Academic Staff in the Faculty to act as Associate Dean.
  2. Each Associate Dean shall normally serve for a period or periods not exceeding five years (which shall be subject to confirmation by the Dean of the Faculty by the end of the first year), and shall undertake such duties as shall be determined by the Dean.
       
1.10 The Heads of Schools or other academic units
  1. Except in those cases in which the Council decides that a joint committee of the Council and the Senate should be established to consider an appointment to a particular post the Head shall be appointed by the Council from among the Academic Staff of the School or academic unit concerned on the nomination of the Vice-Chancellor following consultation with the School or academic unit:  provided always that for what the Vice-Chancellor shall deem sufficient cause a temporary appointment of another member of the Academic Staff may be made by the Council.
  2. Except where special arrangements are determined for those Heads appointed following consideration by a joint committee of the Council and the Senate, the Heads shall be appointed for a period not exceeding five years at a time:  provided always that for what the Vice-Chancellor shall deem sufficient cause notice in writing of early termination of a period of office may be given to an individual Head.
  3. The Heads shall hold office for such period as specified in paragraph two above and (subject to Statute 7) upon such conditions as shall from time to time be prescribed by Ordinance.
       
1.11 The Registrar and the Chief Operating Officer
  The Council shall from time to time after consideration of a Report from a Joint Committee of the Council and Senate appoint a Registrar and a Chief Operating Officer of the University with such duties and remuneration and (subject to Statute 7) upon such terms and conditions as it shall deem fit.
       
1.12 Other Officers
  Subject to the provision of Statute 4, the Council may from time to time appoint such other Officers as may be deemed necessary with such duties at such remuneration and (subject to Statute 7) upon such terms and conditions as it shall deem fit.
